Gloria hat Mexiko nach dem Tod ihrer Eltern verlassen und ist in die USA ausgewandert. Als sie jedoch auf Besuch in ihrer mexikanischen Heimatstadt Tijuana ist, um ihre beste Freundin Suzu zu besuchen, muss sie unmittelbar mit erleben, dass die Stadt immer noch von roher Gewalt beherrscht wird. Die beiden Frauen werden entführt und als die Gangster bemerken, dass Gloria amerikanische Staatsbürgerin ist, haben sie einen Plan. Sie zwingen sie, für sie zu arbeiten. Sie soll Drogen über die Grenze schmuggeln. Doch dabei wird sie von der DEA beschattet. Die Polizei zwingt sie nun ihrerseits, für sie zu arbeiten, um den Drogenboss Lino ans Messer zu liefern.
